Trade-off Tools: The e2e Tradeoff Process
One of the tools available for planners dealing with the trade-off considerations between water uses and users in a planning scenario was developed in a 2005-2007 project of the Victorian Government under the National Action Plan for Salinity and Water Quality. The e2e NRM Trade-off Process is a structured means for identifying and managing both current and emerging trade off issues in a transparent and systematic manner. e2e means 'end to end', reflecting that the trade-off resolution process is a complete one, from concept to solution.
It aims to recognise the legitimacy of a resource management conflict and use it for finding creative solutions to the trade-off. Importantly the process recognises that deciding upon a trade-off does not mean everyone will get their bit just for the sake of compromise - it will depend heavily upon the social priorities and values of the participants in the deliberation. e2e is designed to be scalable to the level and scope of the trade-off circumstance being considered. It can:
- apply in the case of trade-offs at the policy, program, project, land use or budget level
- apply whether the trade-off is occurring at a regional, catchment, local or any other scale
- be matched to the resourcing available to support the trade-off process
About the e2e Process
The e2e Process was developed as part of the Victorian National Action Plan for Salinity and Water Quality multi-regional project: Exploring Trade-offs in NAP Resource Condition Change Objectives. This project, completed in 2007, was undertaken by EWR. This
introduces the project, its objectives, and methodology. The project sought to produce:- a documented and tested discussion process for achieving negotiated trade-off outcomes
- an illustration of this process through the use of two case studies in rural Victoria, and
- steps towards the adoption of the process by targeted users, including CMAs, policy analysts and program managers
